This research examines the challenges governments face applying strategic communications principles to daily decisions, policies, and public engagement. It also suggests ways to overcome these challenges. The report defines strategic communications as a holistic approach to communication, based on values and interests, that encompasses everything that is done or said to achieve objectives in a contested environment. Based on interviews with experts and practitioners from NATO governments, and existing research, it proposes a simple organisational model – the LOGIC-C framework – to help governments communicate more effectively.
